Right-click on the option WaitToKillServiceTimeOut and lower the value to at least 5000 or 5 seconds or to any lower value you want Select on OK and restart your computer. This trick never fails to speed up Windows during its shutdown. The time you have to wait would inexplicably be shorter as opposed to before.
